Composition of Zila Sainik Boards (ZSBs)

जिला सैनिक बोर्ड (जेडएसबी) पूर्व सैनिकों (ईएसएम), युद्ध विधवाओं और उनके आश्रितों के कल्याण और चिंताओं को संबोधित करने के लिए भारत के प्रत्येक जिले में स्थापित स्थानीय प्रशासनिक निकाय हैं। ये बोर्ड दिग्गजों और उनके परिवारों के कल्याण, पुनर्वास और उनके सामने आने वाले मुद्दों के निवारण को सुनिश्चित करने में महत्वपूर्ण भूमिका निभाते हैं। ZSBs
की संरचना में आम तौर पर शामिल हैं:


 


अध्यक्ष: जिले का उपायुक्त या जिला मजिस्ट्रेट आमतौर पर जिला सैनिक बोर्ड के अध्यक्ष के रूप में कार्य करता है। वे बोर्ड के कामकाज की देखरेख करते हैं और अन्य जिला-स्तरीय अधिकारियों के साथ इसकी गतिविधियों का समन्वय करते हैं।


 


सदस्य: ZSB में विभिन्न विभागों और संगठनों का प्रतिनिधित्व करने वाले कई सदस्य शामिल हैं, जिनमें शामिल हैं:


 


भारतीय सेना, नौसेना, वायु सेना और तटरक्षक बल के प्रतिनिधि।


सैनिक कल्याण विभाग या राज्य सैनिक बोर्ड के अधिकारी।


भूतपूर्व सैनिक कल्याण विभाग (डीईएसडब्ल्यू) या केंद्रीय सैनिक बोर्ड (केएसबी) के प्रतिनिधि।


जिला पुलिस अधीक्षक या एक पुलिस प्रतिनिधि.


स्वास्थ्य, शिक्षा और समाज कल्याण विभाग के अधिकारी।


नगर निगम या पंचायत जैसे स्थानीय सरकारी निकायों से निर्वाचित प्रतिनिधि।


गैर-सरकारी संगठन (एनजीओ) दिग्गजों के हितों का समर्थन करने में शामिल हैं।


कार्य: ZSB विभिन्न कार्य करता है, जिनमें शामिल हैं:


 


पूर्व सैनिकों और उनके आश्रितों के लिए उपलब्ध सरकारी योजनाओं और सुविधाओं के बारे में जानकारी का प्रसार करना।


कल्याणकारी योजनाओं और पहलों के कार्यान्वयन को सुविधाजनक बनाना।


शिकायतों को संबोधित करना और दिग्गजों और उनके परिवारों द्वारा सामना किए गए मुद्दों का समाधान प्रदान करना।


पूर्व सैनिकों को उनके अधिकारों और लाभों तक पहुँचने में सहायता करने के लिए कार्यक्रम, शिविर और आउटरीच कार्यक्रम आयोजित करना।


दिग्गजों के कल्याण के लिए सरकारी विभागों, रक्षा प्रतिष्ठानों और अन्य संगठनों के साथ संपर्क करना।


कल्याण योजनाएँ और सहायता: ZSB
पूर्व सैनिकों, युद्ध विधवाओं और उनके आश्रितों के लिए कल्याण योजनाओं के प्रभावी कार्यान्वयन की दिशा में काम करते हैं। वे पेंशन, स्वास्थ्य देखभाल, शिक्षा, आवास और रोजगार के अवसरों जैसे विभिन्न अधिकारों तक पहुँचने में मार्गदर्शन, सहायता और सहायता प्रदान करते हैं।


 


जिला सैनिक बोर्ड की संरचना और विशिष्ट कार्य भारत के विभिन्न राज्यों में थोड़े भिन्न हो सकते हैं, लेकिन उनका प्राथमिक उद्देश्य एक समान रहता है - जिला स्तर पर पूर्व सैनिकों और उनके परिवारों की कल्याण आवश्यकताओं को पूरा करना। ये बोर्ड सरकार और अनुभवी समुदाय के बीच महत्वपूर्ण इंटरफेस के रूप में काम करते हैं, जिससे यह सुनिश्चित होता है कि उनकी चिंताओं का समाधान हो और राष्ट्र के प्रति उनकी सेवा के लिए उन्हें वह समर्थन मिले जिसके वे हकदार हैं।


 

Zila Sainik Boards (ZSBs) are local administrative bodies established in each district of India to address the welfare and concerns of ex-servicemen (ESM), war widows, and their dependents. These boards play a pivotal role in ensuring the welfare, rehabilitation, and redressal of issues faced by veterans and their families. The composition of ZSBs typically includes:

1. Chairperson: The Deputy Commissioner or District Magistrate of the district usually serves as the Chairperson of the Zila Sainik Board. They oversee the functioning of the board and coordinate its activities with other district-level authorities.

2. Members: The ZSB comprises several members representing different departments and organizations, including:

   • Representatives from the Indian Army, Navy, Air Force, and the Coast Guard.
   • Officials from the Department of Sainik Welfare or Rajya Sainik Board.
   • Representatives from the Department of Ex-Servicemen Welfare (DESW) or Kendriya Sainik Board (KSB).
   • District Superintendent of Police or a police representative.
   • Officials from the Department of Health, Education, and Social Welfare.
   • Elected representatives from local government bodies like Municipal Corporations or Panchayats.
   • Non-governmental organizations (NGOs) involved in supporting veterans’ causes.

3. Functions: The ZSB performs various functions, including:

   • Disseminating information about government schemes and facilities available for ex-servicemen and their dependents.
   • Facilitating the implementation of welfare schemes and initiatives.
   • Addressing grievances and providing redressal for issues faced by veterans and their families.
   • Organizing events, camps, and outreach programs to assist ex-servicemen in accessing their entitlements and benefits.
   • Liaising with government departments, defence establishments, and other organizations for the welfare of veterans.

4. Welfare Schemes and Assistance: ZSBs work towards the effective implementation of welfare schemes for ex-servicemen, war widows, and their dependents. They provide guidance, support, and assistance in accessing various entitlements, such as pensions, healthcare, education, housing, and employment opportunities.

The composition and specific functions of Zila Sainik Boards may slightly vary across different states in India, but their primary objective remains consistent – to cater to the welfare needs of ex-servicemen and their families at the district level.
